In general, a 10.0.0.0 address is just that, a particular IP address
with an optional subnet (netmask). That is, it is similar to
10.0.0.1/16 or 172.16.1.13/30 address; nothing special.
If you are talking about deprecated addr_mask field of the BenchSide
PGL type, then yes, 10.0.0.0 would be similar to a 255.255.0.0 netmask
except it also provides two first octets (10.0.).

The addr_mask field, however, should not be used in new workloads. Use
addr_space instead, which is an enumeration of IP addresses available
for addressing schemes.
