The first phase in the schedule has an implicit goal of making sure
that robots can generate hits on all servers. The phase will not end
until that goal is met. Polygraph prints server readiness (ready to be
hit) statistics every minute or so. Do you see those lines in the
console output?

The most common reason for some (or all) servers not ready to be hit
is network and/or proxy and/or Polygraph configuration that prevents
requests from reaching those servers. This usually manifests itself in
errors reported by robots and, sometimes, by the proxy.

If the above does not help, please send me complete console output
from client and server sides. Compress the console files if needed.
If you just have the client side, that may be sufficient to.
