Only if between any two IP addresses, you try to establish and tear-down
more than (30000-3000)/length(TIME_WAIT) TCP connections per second. I
cannot recall what the number of requests per connection happens to be.

Many stacks have a TIME_WAIT of 60 seconds, others have a TIME_WAIT of
240 seconds.
