This is my fault. The workload file should have been included in
previous 2.6 releases. It will be included in the next release.

Our no-balancing workload is indeed similar to SrvLB. However, it uses
an experimental "substitutes" feature to better mimic the SrvLB
persistent connection pattern (a "simple" no-balancing workload would
have worse pconn reuse since there is no single-point-of-contact (VIP)
for clients when there is no load-balancer).
