Try increasing the int value in following files:
    /proc/sys/net/ipv4/neigh/default/gc_thresh1
    /proc/sys/net/ipv4/neigh/default/gc_thresh2
    /proc/sys/net/ipv4/neigh/default/gc_thresh3

For more information refer to neigh_alloc() in "net/core/neighbour.c"
