DummyNet feature of FreeBSD allows for packet level simulation of
network delays and packet loss. We use that feature to simulate a WAN
environment.

The "3.5: Configure Dummynet" section in the HOWTO document describes
the steps necessary to configure DummyNet. You cannot configure
DummyNet via PGL. DummyNet is a feature external to Polygraph.

DummyNet is not available on Linux. You have at least three options:
        - ignore WAN simulation requirements

        - ignore packet loss and move packet delays to PGL Server
          configuration (adjust xact_think accordingly)

        - use NISTNet Linux feature to simulate WAN environment
          (sorry, I do not know what commands are required to
           install or configure NISTNet on Linux).
