Sorry about that. I just I found the answer in the e-mail archive.
The behavior I saw was correct.

Subject: PolyMix-3 Dummynet & netperf throughput question
I'm following the steps described in "How To Run PolyMix-3".
In step 3.5, I configured Dummynet per the directions, adding 40
ms of delay for the server. I do see the round-trip time of
80 ms. for ping.
In step 4.3, it says to run netperf between the clients
and servers to test your network. netperf is showing only ~1.5
Mbits/sec. for all IP addresses configured with this 40 ms. of
delay.
Is this correct? The documentation says to expect
90-95 Mb/s for unidirectional, ~80 Mb/s for duplex.
Should I get this throughput even with the 40 ms. of delay?
I do get ~80 Mb/s duplex and ~95 Mb/s unidirectional
when I access the servers through a different IP address
(i.e. 192.168.1.2) that has no Dummynet delay.
Thanks,
