Offered HR is close to 55% only after the cache is filled. During
filling phases, hit ratio is lower. You generated a report based on
all phases (default). Thus, you average offered hit ratio is lower
than peak offered hit ratio.
I usually generate reports based on the most important phase only. For
example:
./label_results --log_extractor_opts "--phases top2" ...
Note that graphs will be plotted for all phases anyway so you will get
a "complete" report.
