No. Only polypxy agent can use ICP features. If you want Polygraph to
emit an stream of ICP requests, you need to use polypxy command and
Proxy agent instead of polyclt and Robot. See Proxy agent description:

It has been a while since we heard of polypxy being actually used. If
you have problems using it, please e-mail details to polygraph-bugs,
and we will go from there.
