The Linux equivalent is called NISTnet.

Those structures are not used. If you use FreeBSD, please follow the
HOWTO documents for cache-offs to configure DummyNet pipes. If you use
other WAN simulation package, the same instructions can be used as a
guideline, but you will need to change the command syntax, of course.
