After considering all feedback, we came up with this
middle-ground solution for PolyMix Certification program:

In short, it is a combination of options (2a) and (2b) that were
originally proposed. The choice which option to use is left to the
vendor...
We intend to follow the rules outlined at the URL above, but do
welcome any last-minute comments. The new rules will become effective
as soon as we finish the legal paperwork.
