why ipfw for dummynet

Hi!

In the polymix3 setup it is suggested to set up the ipfw rules
to delay the response times. I don't understand, why. Moreover,
I don't have ipfw any more, since ipfwadm and ipchains are default
on newer machines.

Can someone tell me what this is good for, and how I can set it up
with ipfwadm?
